We're looking for a free or mighty cheap source of compost or enriched type soil for growing medium. Mahalo for any tips.

Would the green waste (shredded up plant material) from the Hilo dump work? You have to "cook" it for a while, but its free.

Make your own compost. With the climate, it will be easy and you will know what went into it.
Six weeks ago, someone posted a free manure note on a bulletin board, possibly at an organic restaurant facing the bay in downtown Hilo. As a tourist, I didn't really pay much attention. What was notable was the free delivery of any quantity, so I assumed it was a dairy. When you see any livestock anywhere, the owner has manure. Some places will have a tractor to load it into your truck or trailer. Go to Gardenweb.com for composting and regional/Hawaii information. The local county extension agent will have good info too.

How would somebody go about "cooking" green waste?

Bonus! I not only learned what it means to “cook” green waste, but now I know where gummi worms come from.
