international energy conservation code

I see the county is talking about adopting the code
everyone involved in construction should read the thing(the code) before that happens.
I was involved in code enforcement in ny when the IBC was adopted. and the energy code section is enuff to make you bang your head on the desk.
if adopted without changes.it will have a significant impact on cost and design

There was testimony at the hearing from an energy analyst who said the things in relation to the previous postings.

1. That the proposed code was modified for this tropical climate and is not a clone of mainland cold weather climate codes.

2. That the effect of the energy code was to reduce energy costs by approx. 30%. One example was that a home experiencing $200 per month electric bills might see $140 per month bills instead.

3. The easiest way for Hawaii to reduce it's dependence on foreign oil is to build and operate more efficient buildings.

That was some of the testimony from the council hearing.

Somewhere on the CoH web site... County Clerk probably, there should be a link to Bill 385.

A lot of this applies to commercial air conditioned buildings, offices, hotels.

The Ord. can be found at the following website: www.hawaii-county.com/pubwks/Building/2006IECC.pdf I will try and find a way to put the 2006IECC on to a web site so all can review the entire Code and see for themselves the nightmare it will be creating. Especially in the residential construction.

Who has that energy analyst? I do not think he understood the life styles of the BI residents. We use the natural tradewinds and sun for our HVAC systems. This will not be possible under the new Ord.

1. Not totally true. They used the mainland Climate zone 1 criteria with only minor moifications.

2. How do you reduce energy usage and save $60 per month when the vast majority of residentials do not have AC or heating. There is no savings.

3. not true. The fuels/energy required to bring in all the additional buildinng materials to comply will far out way any potential savings. In the residential portion at least since that is little to no energy savings.

I fully agree. There is nothing wrong with using the IECC as a base but the amendments need to be much more Island friendly and such that they do not totally destroy our Island living and life styles. I have written and modified many Codes and Standards during my carrier and it is easy to do with the right technical expertise available and good input from those enforcing it and from those using it.

kjlpahoa, Regarding the projected savings as described at council by an energy expert...

I was reporting what I heard at council. It is my understanding that the energy savings in residential is from reducing the need and use of ceiling fans..... ceiling fans are used extensively in the area and are extremely inefficient. So roof insulation is a very cost effective requirement.
