I just recently bought property in Hawaiian Shores, not HSRE. I'm not sure if there are any CC&R's in my sub-division. I would like to build a small house under 500 sq ft. But until then can I put in a fence/ mail box/ driveway without building permits?

fence - no permit required as longer as it is shorter than 6ft
driveway - as long as you are not grub & grading over one acre, no county permit, but you may need to have an apron
mailbox may not be the simplest, as you may not have an address (depends on the area) & you should definitely let the Pahoa Post Office know (helps to put mail delivery request in writing) oh, and the Post Office does not create the addresses, that is the county tax dept...
Aside from all of that, the county has a minimum sq. ft. requirement for any residence, so before you build, get to know the county building code (and even if you chose not to comply with the building code, a neighbor may want you to... so get to know all of your neighbors & make sure every one of them would never want to complain about anything you do...)

I would be more worried about the CC&Rs.
Driveway permits (supposedly) required for access to County/State roads; your "road" may actually be "private".
Street address will only receive USPS mail if the USPS actually delivers there.
Technicalities go something like ... minimum "house" is around 800sf, any "habitation" requires an "approved wastewater system". An unpermitted structure built to-code (and outside the required setbacks) will be far easier to "correct" if there is a permitted septic.

Hawaiian Shores has very tough CC&Rs - that's why it's so pretty there. You better read 'em first

There are actually two different subdivisions called "Hawaiian Shores" One is Hawaiian Shores Recreational Estates (HSRE), and they do have some pretty stringent CC&R's. The other one is Hawaiian Shores Subdivision. It has no CC&R's. It is located between Kahakai & southeast into each lateral street before you cross the "White Line". Beyond the white line is Hawaiian Shores Recreational Estates.
We live in Hawaiian Shores. We have all the same perks, i.e., mail delivery, piped water, paved streets, etc., but we can't use the HSRE Community Center or the swimming pool there.
Hope this clarifies somewhat.

Thanks Dee, I am in HS, not HSRE where google maps wasn't permitted to go. I think I'll be alright without the community center and pool. From what I've read here I'm on the right side of the line haha. So hopefully I can get my 500sq ft home permitted. I'd like to preserve most of the natural forest, along with planting some native plants and fruit trees. For now I am just going to do a bit of clearing with a machete/ maybe put up a fence and mailbox. If there are no CC&Rs I think the city code is under 8 ft for a fence without permit?

You will still need to meet the county building requirements for a residential sq ft minimum, and the county code is a fence without a permit is under 6ft, tall, if you build a fence that makes it to 6ft at any point (even a tall fence post that is not trimmed) you will need a permit.
There are no city building codes in Hawaii County, only the county codes, as there are no cities in Hawaii County.
Have you checked the county building code? you may also want to search around this website for building (with & without a permit) as the size of structures, county code links & hassle with working with & without the county permitting have been covered here many times.
