I looked at the survey and did not fill it out because it asks for information such as income, with no real guarantee of whether the data will be used improperly. On a second note, $230k will not buy too many properties based upon the 2017 assessed valuation.

I'm sure lack of participation will allow county to spend the money as it pleases (as planned).

The amount set aside for the buyout program for owner occupied homes covers about 330 homes. Considering how many of the homes lost were either short or long term rentals, doesn't that sound about right?
Don't forget the 2nd homes, they also are not eligible.

Very few homes in Vacationland were owner occupied.
Although I wasn't there all year, I am a resident of Hawaii.

Considering many of these properties are completely inundated, $230K may seem like a good deal for an acre of black rock to some people.
