My vehicle is over 14' long. It won't stop that fast. This situation is both foolish and dangerous. However, the cop that camps out there seems to enjoy pulling people over against the gaurd rail causing both vehicles to be in the road adding to the danger.
Does anyone else agree and what needs done to change it? I have made a report to hi-dot, but it hasn't been an adequate amount of time for action.

What is SO horrible is that 1st they claim 8 Rd. as an emergency access road just like Railroad & the Crater Rim Road yet they BLOCK outside traffic except for residents on those roads. Yet they have allowed for our road which is not even wide enough to be a legal thoroughfare to be used by anyone.

In fact instead of chasing off non residents as they do on ALL other declared Emergency Use only roadways they ACTIVELY are using OUR PRIVATE ROAD to hand out expensive seatbelt tickets on our own property which is documented as privately owned roads within every single property deed and escrow document ever produced in the history of the entire subdivision !!!

They place ridiculous signage all over the road on hills that do not exist, build millions of dollars worth of flood ditches which are exactly opposite of where the actual river is at C road !!! they place Road Flood signs on TOP of hills even with drain pipes???

All these completely idiotic things. They actually ALLOW busloads of children to drive down this dangerous illegal private roadway and NO ONE drives 15 mph !!!! NO ONE !!! Not even them.

To BOOT they claim 8 Road as the access road but neglect to realize that in order to even get to 8 road off of Kuauli Rd. you must first turn right onto A rd. and to exit from 8 rd towards Pahoa you must again turn onto two other roads (F rd. & 9 Rd.).

If they want this land and the DIRECT LIABILITIES THAT THAT ENTAILS (as of today WE the owners of lots in Hawaiian Acres assume by default) such as a bus accident in which a few kids are killed and all us owners are sued for allowing the bus to be there to begin with and lose everything then by god they had better do the RIGHT THING and claim emminent domain and pay us owners each our share of the combined roads taken over at fair market value or else protect us like they do for the SHIPMANS & the few dozen new hipsters who think its cool to spend 500 bucks to a grand for a 50 by 50 lot of hot lava and throw up a shack in Kalapana !!! While us who were born in Hawaii before it was even a damned state are screwed & ticketed daily !!!

AND REPLACE OUR PRIVATE ROAD SIGN IMMEDIATELY IT IS THE ONLY LEGAL DEFENSE WE HAVE AS OWNERS IN CASE OF A SERIOUS ACTION AND THE LIABILITY IT INCURS not IF but only WHEN a bad accident occurs !!! WAKE UP ACRES PEOPLE THIS IS YOUR HOME !!!! DEMAND EQUAL TREATMENT WITH the other Emergency Roads !!!

Odd Change ? Who really asked for it, show survey results proving majority asked for change-transparency ? And what does it really mean-consequences ? Can someone please explain. Mahalo.

Public meeting Thursday July 2nd, 9am Hilo Aupuni Center.
Article:
In anticipation of future growth in Keaau,
The amendment would apply to 587 acres makai of Highway 11 and designate most of Keaau as medium density urban, a classification currently limited to 52 acres of land in the commercial area.

The Windward Planning Commission will consider the proposal — which won’t impact existing residential neighborhoods — at its July 2 meeting in Hilo.
But if adopted, residents might not see major changes to the town anytime soon.

Daryn Arai, county planning program manager, said the amendment would change the county’s general plan but would not impact zoning.
He said the purpose of the change is to help the county plan for future demands on public services. “It changes the guidance,” Arai said.

The area impacted includes 112 acres of land designated as important agriculture land and 475 acres that is labeled low density urban.
Arai said the proposal is in response to a request from the County Council to amend parts of Keaau’s land use map that are not consistent with the Puna Community Development Plan.
The medium density designation could eventually allow for apartment units and village commercial types of development.
Arai said medium density is more restrictive than the “urban expansion” category that was being considered. He said that would have allowed for industrial development, which residents said they didn’t want in that area.
Excerpt: More at link below

It’s the document that dictates what can be developed where.

It governs population density, urban design, infrastructure improvements, public access and preservation of natural resources and open spaces. The General Plan is the policy document for the long-range comprehensive development of Hawaii Island.

Last updated in February 2005, it was scheduled to have a new update completed by this month. That’s not going to happen.

Instead, a process that kicked off Friday will solicit public comments until June 6. Then the planning director has until April 2017 to review the public comments and prepare recommended amendments. Public workshops will be held that summer, and then public hearings until the plan is adopted by the County Council in February 2018.

Planning Director Duane Kanuha, addressing the County Council Planning Committee in April, said a combination of factors caused the plan amendment process to slip off the drawing board. First, the department, under the previous director Bobby Jean Leithead Todd, was busy creating Community Development Plans to allow more community input into the planning process. That pulled staff off the General Plan during the recessionary years when furloughs and position freezes led to staff shortages.

“Once you have the Community Development Plans adopted … then the General Plan becomes a linkage that keeps the Community Development Plans together,” Kanuha said at the time. “I don’t see there’s a need to integrate any policy plans.” Kanuha didn’t return calls Friday or Monday for additional comment.

The county currently has five CDPs — Kona, South Kohala, North Kohala, Puna and Downtown Hilo — and two more — Ka‘u and Hamakua — in the works. Hamakua Councilwoman Valerie Poindexter said she can accept the delay in the General Plan because the creation of CDPs has really helped the communities.

(Intended as a serious topic, not a rantfest.)

People of Puna drive to Hilo for many things, and it seems counterproductive. I am well aware of the historical Planning which drove things to this point, but I'm curious as to how it persists despite the population growth.

People who "have to" commute to Hilo for work were aware of that commute when they moved to Puna; jobs are generally not moving to Puna, other than the new HMSA building in Keaau, and it's not clear what the commute is for those workers.

I believe there are significant numbers of people who didn't "have to" drive to Hilo until (a) their local farmers' market got shut down (b) Malama left the Pahoa Marketplace.

Besides the lack of suitable C-zoned real estate (and all the Planning issues that implies), what factors are preventing development in Puna? Lack of customer demand?

I seem to recall a proposed KTA on highway 130 before the Bryson's stripmall project. Assuming KTA wasn't pulling an SUP just to gauge the potential customer base, this implies that there were enough customers to make a supermarket worth building in Puna. Now that the Bryson's project is on indefinite hold due to lava, where will the supermarket go?

When will everyone stop pretending that Puna is either "ag lands" or a "bedroom community", and if it's really not supposed to have any local commerce, how about 6 lanes to Hilo with a full interchange at highway 11?

Maybe those who aren't commuting have already figured out how to get everything they need, and they simply don't care that "everyone else" is sitting in traffic...?
Maybe those who aren't commuting have already figured out how to get everything they need, and they simply don't care that "everyone else" is sitting in traffic...?

Summary: because the State won't actually spend enough money to build highways which meet the needs of growth, we're all going to be sitting in traffic.

Highlights are "amusing" in that they're outlined as "solutions" in the PCDP -- which seems to be based on the flawed assumption that money will be available to build infrastructure.

The answer lies in implementing community development plans, with bikeable and walkable communities and jobs close to population centers. "You need to put the jobs and commercial venues where the population centers are," Olson said.

East Hawaii traffic problems could be addressed with a $288 million “mid-level” road between Hilo and Pahoa makai of Highway 130.

The PCDP makes no provision for "cut off by lava" despite recognizing it as a danger.

If Puna continues to develop at the present rate within the framework of the extensive
subdivisions, there will be several types of significant, long-term consequences:

An increasing number of people and property improvements are being put at risk due to natural hazards. All of Puna lies within the three most hazardous geological risk zones: LF1, LF2 and LF3. About 6,400 subdivision lots lie in the highest hazard zone, LF1, and over 500 of these are exposed to additional risks from subsidence, tsunami and earthquakes. That 2,038 lots in the lower hazard zone LF2 have been covered or cut off by lava flows in recent decades underscores the hazardous nature of much of the district.

Puna keeps growing while the development paradigms remain unchanged, so the "solution" is presented as more roads and bigger highways to handle the increased traffic.

Eventually, this place will have all the congestion and gridlock that people moved here to escape.

Maybe, just maybe, we can set aside the various petty bickering and find some real long-term solutions?

PCDP seeks to centralize development in "designated commercial areas".

To date, there is only one major development, which is now under threat of lava inundation. Maybe this wasn't such a good idea?

What issues prevented the buildout of the other "designated" areas? Specifically in lower Puna, the PCDP identifies 3 in HPP, 1 for Ainaloa, and "possible subject to community review" in Nanavale, Kapoho, Seaview and Leilani. The existing areas in Orchidland and Hawaiian Beaches are also identified.

Had some development actually happened outside of Pahoa, those businesses would now exist to help fill the void left by the Malama Market shopping center if/when it is destroyed or becomes unreachable...
