The date means nothing, it's normal for bills like this to have a date well in the future which then gets amended. The bill also includes actions that would happen well before 2033, so you can ignore 2033. I suspect they just chose that date since it's the end of the current lease for the science reserve.

If OHA expected to have any additional input or decision making power about the management of Mauna Kea, they may have to take care of other matters first. The FBI is looking into their spending and how contracts are awarded, and the board has lawyered up. Former Governor Cayetano has suggested the entire agency be abolished:
