The county wants something more attractive than tarps, but any type of building has to comply with the tsunami building codes. It would likely cost millions of dollars to comply with the codes, and who is going to invest that kind of money into a tsunami zone? And if they did, it probably wouldn't work as well or accommodate as many venders, and the current rental rate wouldn't support the investment. I foresee the HFM dwindling down to nothing. Vacant lots. County wins. I'm not sure WHAT they win, other than the dispute.
