If HPP considers Railroad Ave a burden because it diverts traffic through their "private" subdivision roads that "they paid for", fine -- get County to revoke the PEAR through Hawaiian Acres and Ainaloa, which are "private" subdivision roads that someone "paid for". Two to three times as much would be a bargain, when you consider what's called night shift in Puna generally starts with drinking and ends with sleeping.
