It's funny, all the controversy (real or delusional) around road corps. Everyone is allegedly paving their own road first, stealing money, incompetent, etc and people show up angry to road meetings. Yet the county taxes and spends infinitely more money on everyone elses roads but ours, with god knows what waste and corruption, and we give them a free pass year after year...

Besides the illuminating answers already provided, note that potholes, and road deterioration in general, are caused by moisture and traffic density. Puna has a helluva lot more of both than DH does.

Correct. It's also nearly impossible to go anywhere without using one of those State highways that they "have no money" to expand (despite raising taxes/fees).

Obviously unsustainable, but I have yet to figure out the endgame.
