Curious about the road thing.

So I noticed there's been this ongoing issue with roads in HPP since 1962 reading the HPP road maintenance thread.

That's Discovery Harbor, that was taken in 2010. my mom was recently out there in 2017. As you can see from the video, the roads are quite nice, paved, not chip sealed, no potholes. DH is way out in the middle of nowhere, it doesn't even show up on google maps as a subdivision. How is it that they have paved roads with no potholes, but HPP doesn't? HPP has 11k people, DH has 949. So HPP has like 10 times the people, but somehow DH is the one with paved roads? That doesn't make any sense.

At the risk of stepping in Kalakoa's cynical attitude sandbox, I'd suggest that if you're looking for "sense" in Puna, you're going to be on a long quest...

Not all subdivisions have "private" roads.

Not all subdivisions mismanage their road fees.

HPP has like 10 times the people

10x the people, so 10x the problems. If DH were larger, they would probably have infighting too.

It's hard (and unfair) to compare subdivisions in Puna to subdivisions in Ka'U (or even other Puna subdivisions for that matter).
The people, climate, land, location, use, expectations, etc, etc are completely different.

And for the record, DH does have potholes, as well as uneven surfaces due to water lines and such, and a rougher
and steeper surface for the roads than a YouTube video or Google images will show.
As is said on here quite often, you have to "see" to understand.

The road we have an off grid farm on in DH has no pavement at all,dry dusty and full of craters .It is a dead end .
HPP on the other hand has some forms of pavement and many are in disrepair and constant potholes.
If you happen to be a board member in HPP your road most likely has pavement.
HPP was in receivership at least once that we know of.
Orchidland has un paved roads - paved roads and chip sealed roads.
Hawaiian acres is do it yourself unless you are on the board,then the road to your home is in great condition. OR you know
some one on the boards .
Fern acres is chip seal an regular pavement except in the back.
Fern Forest is a combo of pavement and drastically bad roads.
A new push is under way to inter connect all subdivisions with 2 and 4 lane pave hy ways from Mauna Loa Estates ( Volcano ) all the way to HWY 130.
The bottle neck is Hawaian Acres,they do NOT want any more connectivity through their subdivision .
Fern Forest though is improving Kaliponi as this will be their connecting pave 4 lane through to Eden Roc down Rd 17 through Kapua Farm lots into Fern acres and down in H.A. Rd E and Rd C to Orchidland and beyond.
In addition Hawaiian Acres Rds are substandard at 40ft wide and county standards are 60 ft wide,so by eminent domain each of the 4008 lots will lose 10ft and share the cost of replacing the over head HELL - CO and Hawaiian Tel ( land line )at 2 million $$$ per mile for both the power an phone line poles,placing the burden of infrastructure upon the lot owner ( s ) them selves .
Kapua farm lots is 20 acre parcels with zero pavement and when rains a quagmire .
Eden Roc is pretty bad news as far as pavement or lack of is concerned.
Glass live here a year or 3 and you will as Dorothy from OZ Kansas once coined the phrase " Oh Toto - i no think we are in America any more "

Didn't stop County last time...

Hawaiian Acres Rds are substandard at 40ft wide and county standards are 60 ft wide

1. By some "amazing coincidence" that standard was changed after the subdivisions were platted.

2. Further assumes that County would bother to hold themselves to their own Code.

3. The 60ft standard is "required right-of-way" for a collector, business, or industrial street. An "alley" requires only 20ft right-of-way, which would still fit within the 35ft available (HELCO poles are generally 5ft "inside" the roads lot).

There is little chance of this ever happening, the biggest reason being that County can only build new roads to "the standard" -- and because this is expensive (at least $1M/mile), there "isn't any money".

If funding magically existed, then County would fall back to their "cannot contribute to private roads" posture (it's in the Code somewhere).

It would be "funny", though, to see a "standard spec" 4-lane road segment with sidewalks, gutters, striping and reflectors ... connecting to barely passable unpaved overgrown "private" roads on each end... as far as I can tell from the "connectivity plan", this is what they're proposing -- after they acquire the relevant lots, asking price for which have gone way higher than FMV for "some reason".

most likely the initial development had to put these improvements in place at the time of subdivision (I seem to remember that this is a much more recent subdivision than many of the East side subdivisions, & there are now more stringent rules & regulations in place that cover things like roads that are placed on potential Lot subdividers...), and with the CC&R & regulations that DH has, is it not surprising (Leilani Estates is a similar type subdivision on the East side). Many on island would rather not live with as many regulations & form filling as are required in some CC&R subdivisions, & DH has a list of rules, forms & notifications that must be followed:

Ahhh, okay, that makes more sense, mahalo very much, Carey, Mrs. Mimosa, everyone who posted here. Very illuminating! Also, Carey, that's true, there is a lawsuit there, BUT, we have yoga on tuesdays and thursdays, pilates on monday and friday, and the first wednesday of every month is a potluck! Big Grin
