I agree with you there. IMHO they should bulldoze gravel roads and immediately turn over the plots to anyone that descended from a citizen/indentured of the kingdom. Leave right-of-ways so utilities can be brought in or not later. Any properties currently leased / making money should have lease adjusted to fair market value, and be distributed to the plot owners.

The US could also follow the relevant UN declarations. Just a thought.
Enhanced building codes are just another manifestation of the same problem. Have to keep raising the bar so the "have-nots" stay below the line.
