The subsidence has been measured at a max of 1.6 cm/year not 4 inches. What kind of advantages would a harbor bring to puna, or disadvantages? Puna may also need a small airport as well, maybe a runway at the nearby Yakuza land? These type of long-term plans should be discussed and studied if Puna is to continue to grow in population. If the state can not stop the increase of people wanting to live and or vacation in Puna, then other ways to help keep people safe, mobile to work and live should be explored. What if this type of lava activity continued for another say 30, 50, or 100 years? Yes most roads would probably be crossed at some point by the lava, yet having alternative ways to keep residents and tourists safe, working, spending, and happy could be very useful. Then maybe poihiki will get its hotel, golf course, food court, gas, and 7-11's that also will be needed when the Lear jets and private boats start landing. RE: Study on establishing a harbor / Port Kapoho Bay - dakine - 02-24-2015 I don't understand the legislative process all that much but from appearances it seems that they all get together at the beginning of a session and throw down some sort of wish list.. i.e. here's my list of bills that I want to push through during this session. And, a first term representative would probably be scrambling to figure all that out. Yes they asked for the job but the distance between them running a big campaign and the beginning of a session (2 months) is not a whole lot of time for one to pack their bags and rearrange their business and move to Honolulu as well as on day one be ready to table their wish list. A list that not only has to be thought of and written down but has to be lobbied for with all the other representatives so as to gain support and co-authors. It just seems overwhelming. A second year, or second term, representative would know all the ins and outs of this screwy system and would have worked a lot longer, in a much more matured fashion, to have prepared a well thought out wish list to present at the beginning of a session. When seen in that light, as a list of things that Joy thinks are concerns of the Puna community and warrant her efforts to lobby for them, to secure funds for them against those funds going to other districts and the concerns of their constituents, they read like a who's who of Puna's needs and concerns. Even if they were hatched in a rush, at the very formative stages of Joy as a political representative for the people of Puna, and lack the mature thought out ness of a seasoned politician, they do expose Joy's overall intent and the scope of the concerns she thinks are the communities that she represents. From that list, as one can see they cover a wide variety of the community's concerns. You can nit-pic each line of each one to death for sure, but as I understand it these bills get a lot of input as they work their way through the system, and, if they survive, by the end of it they can be considerably different before they are passed. So yeah I would have to agree with HereOnThePrimalEdge's statement: There were a lot of people calling for a Puna Harbor and Superferry to keep the area connected to Hilo if cut off by lava. That was only a few months ago if you look back over these threads. People were discussing the possibility. Perhaps these bills were introduced to address those requests. and I imagine that all of the bills Joy proposed will mature through the legislative process, and hope that she has the gumption to get the ones that really merit passing through all the rigamarole that is our state's political system. As to the idea of a harbor at Kapoho, I doubt it would happen. As to the idea of a study, I would hope it could be expanded to be a study of the need for a South Puna (verses Kapoho) harbor which I think would deflect any opposition/criticism from the get go and allow for a more matured overview of the entire issue to be developed before a particular spot was chosen. In that way the actual needs of the entire community could be defined before a spot and its pros and cons became the focus of everyone's attention. I personally sense that Pohoiki is a much better candidate in that there already is the beginnings of one. But again, I feel it would be way better to approach it all from a broader view first. RE: Study on establishing a harbor / Port Kapoho Bay - Mimosa - 02-24-2015 Drive from 4 corners to Kalapana - Formally Red Road,in spots all along this formerly kings trail and narrow foot path ,the county and state have made the road inland more so vehicles can pass by without being submerged under high tides or cliffs that are eroding as the whole area is sinking. The lot of you can disagree with us as much as you wish to,how many of you were here in the 1930s we would like to know ? Our ancestors were and the history of said unique places are passed down in verbiage from the old to the young. Mr and Mrs.Mimosa RE: Study on establishing a harbor / Port Kapoho Bay - Carey - 02-24-2015 My point on the HB374 was to bring up the fact that the DOT feasibility study will cost TAX MONEY, and most likely will generate an EA that will cost TAX MONEY, and will probably look to CZM issues that will cost TAX MONEY... All of this attached to something that the DLNR has already found will have cultural impacts (the old-ancient fishpond issue) that will most likely stall, stop or cause HUGE cost overruns if anything is planned for the bay, something that I would hope Joy Buenaventura would be very well aware PRIOR to proposing HB374... SO, either the Puna rep was NOT aware of the DLNR work on this Bay & the implications, or she was, and went ahead. Either case, it is our TAX MONEY that is being proposed to be thrown at something that most of us could easily see, given the DLNR paper, probably would be a huge, long, costly process.... for the out come of a harbor bay that would have limited use - look at Kapoho vs Poihiki bays for size (remember 4+ acres of Kapoho bay was a fishpond...so probably not on any table for a harbor) current, draft, access... I really wonder why the study is not how to make Poihiki a more useable harbor maybe look at separating the recreation uses, swimmers should have separate & distinct access, make the launch area more useable in common weather patterns... those sorta REASONABLE things! This has never stopped them before. It's like trying to regulate GMO when Big Ag has an infinite budget to buy some Federal laws that supercede. It's like trying to declare a Lowest Law Enforcement Priority when existing State and Federal laws do not allow such de-regulation. It's like scattering a couple million tax dollars across several agencies so they can "collaborate" on a "coordinated approach" to the albizia problem. I really enjoy most of your posts as they are usually very informative with a rich sense of puna history, thank you. I was under the assumption that all the hawaiian islands sink or erode a bit, even Waikiki has a hard time keeping its sand. I grew up in the early 70's down in poihiki and I can't say I have noticed any difference in the water level over the years. We have noticed the increased number of storms, The increase in traffic both by many new residents and now thousands of tourists weekly has began to erode our few roads, tide pools, reefs, and parks. Being that this state of Hawaii has made its top industry tourism, and now that many visitors over the years have already seen Waikiki, been there done that. Also, Hawaii in most places has become non affordable by the foot by most. The steady lava flows and rural masses of land Poihiki or Puna has to offer are bonuses, and may become a destination for many many more in the next century or two? Noticed over the last 30 years or so that many parts of Puna has grown both in elevation and volume of land, due to the steady lava output from puuoo. So maybe we are not really sinking any faster, only expanding and growing unlike the rest of the island chain?
