Begging change all day is one thing- asking for a quarter for a phone call is another. I'd hate to see some over-zealous police cadet decide he needs to cite some pour soul because his car broke down and he needs to call home. There needs to be some more precise definition to keep the storm troopers from arresting some poor guy broken down and trying to get home.
