It is if you read the amended bill. It now doesn't even include any input from the observatories at all and still calls for rent money to go to OHA. Some of the best astronomers and physicists in the world work at the IfA because of the access to the observatories, and they are the ones that teach many of the undergraduate STEM courses and supervise graduate students. Without that observatory access, recruiting staff will be difficult enough, let alone students.

The summary at the end:
"Establishes the Mauna Kea Management Authority. Limits the number of telescopes that may be authorized on Mauna Kea. Authorizes the renegotiation of leases, subleases, easements, permits, and licenses pertaining to Mauna Kea. Requires that revenue derived from activities on Mauna Kea be shared with the Office of Hawaiian Affairs. Provides that the Mauna Kea Management Authority may not alienate lands except as provided by law. Excludes Mauna Kea lands from the definition of "public lands." Provides for free access to Mauna Kea for traditional cultural purposes. Establishes police powers and provides for enforcement of laws on land under the jurisdiction of the Mauna Kea Management Authority. (SD1 PROPOSED)"

I wonder what Kai Kahele and Lorraine Inouye are thinking as the Big Islands reps on these Senate Committees-
(Kahele on HRE- Higher Education-that's a bad joke) and (Inouye on WTL-Water and Land- She does occupy space).
By the way, if you want to testify on SB3090 SD1, your next chance is 2/22/2018 @10:10 AM at WAM (Ways and Means Committee), both Kahele and Inouye are on WAM.

Would someone be kind enough and explain how to submit testimony for SB3090 SD1 Proposed? The link below seems to be for SD1, not the new proposed bill.

There's "SD1" and "SD1 Proposed". From what I understand, the former requires having some astronomical input into the management of the science reserve on Mauna Kea but not from the MK observatories, the latter means no input from the astronomy community at all.

Big Island Video News provided some more video of the debate a week ago on bill SB3090. Things become really interesting at the 04:40 moment when Harry Kim testified. I'm not a fan of Kim, but I think he made good points and liked his idea of using Mauna Kea to teach sciences.
What riled me up, however, was Kahele's response at roughly the 06:30 mark in which he says any changes require his own input. Kim replied very well, but sorry, Kahele, we live in a democracy, changes are not up to you.

This whole affair is to destroy anything that stands in the way
of imposing a "new plantation politics" on all of us in Hawaii.
No alternatives to (e.g.) OHA and DHHL corruption.
At least the plantations brought money into Hawaii.
These guys (OHA,DHHL and their sock puppets) just steal
and contribute nothing while lining a few native hawaiian and
