Fuel tax Revenue (FTR) is another whole issue. A valid one. The county and state are very vulnerable. Will Puna ever get self motivated to do something?

It will take another, better negotiated lawsuit, and nobody in Puna wants to put forth the effort or money to pursue one.

There will be no connectivity without FTR . 4000 NGOs wrote plans it's obvious bj meathead tod and planning directors had no intention of following pdcp. . . You forgot connectivity through Orchidland . Only HPP Fernacres and Orchidland need emergency response .; Ainaloa blvd to Sidney Fuke development to HA is NOT preexisting road!!! ; ITS NEW NON existent road . .
HA is millions in debt paying the 150,000 traffic . Only the commercial zoned landlocked, tiny lots need roads .
Less traffic not more . That's not emergency response .
Every single subdivision with commercial zoning has to pay their own connectors . . . Urban PUDS implies commonality which doesn't exist .

Exactly my point: despite the FTR, we are left without connectivity and/or an emergency exit strategy.
