Apparently the current ethics board (5 members, appointed by the Mayor) can't manage to criticize the administration for apparent "wrongdoing" like the pCard "misuse", so -- obviously -- a NINE member ethics board (appointed by the individual Councilors) would be better equipped to actually lodge a complaint.
I don't think this goes far enough, what we really need is an ELEVEN member ethics board.
