building on new lava?

How long before you can build on new lava, ie the 2018 flow in Leilani?  Are there rules?

A friend was one of the first. He initially encountered some issues with the heat - but then again, I think that was in 2019. He had to replace his brand new septic pipes almost immediately as they melted. He also had a concrete septic tank installed instead of the new plastic tanks. As to the piping, I forget what he ended up going with - it was some sort of high heat plastic pipe. He anticipated (or his builder did) possible "hot concrete" in the house so got some sort of special 4" foam insulation that was put down before the concrete was poured. His floors do not heat up.
