I think we're going a bit OT (solar isn't really food prices), but I'd like to explore this a bit. Is it possible your neighbor got more than just panels on the roof (for example a grid tie system or off grid battery bank, inverter, charge controller etc?)
As to the original topic, I can't speak for the mainland US, but in my experience, grocery prices on the Big Island are comparable to a bit higher than Vancouver Island in Canada.
