Besides the deadline extension, latest HB2587 generously allows "not more than 2%" of revenue to be spent on "any roadway used by the general public".
Surcharge estimated at $50M; State keeps 10% as a "handling fee", so that 2% is about $900K. Note that the amendment says "any roadway" -- which would include "public roadways or highways" as stipulated in the amendment to HRS 46-16.8(f)(1).
Poindexter asks "do we have enough time" -- perhaps the Council will tie this up in procedural issues. Might get someone re-elected...
