.    A municipal edict mandates refuse depositories in Pahoa and Keaau serve constituents from 6 a.m. to 6 p.m. seven days a week.  The Kalapana Dump is open only Saturdays from 8 a.m. to 4 p.m.
     Other regional administrative decrees require beach parks at Honoli`i, Kahalu`u, and Magic Sands to maintain comfort stations for the populace 24 hours a day.  The restrooms at Bayfront, Reed's Bay, and Wai`aha beaches are open 7 a.m. to 7 p.m.  The gate of our district's Isaac Hale Beach Park doesn't get unlocked until 9 a.m.  There's not a single port-a-potty at the cramped Kehena Beach.  And it is forbidden to even gaze upon the expansive Kapoho beaches.
     What does this all mean, Grasshopper?
     That in the eyes of our venerable County Council overlords, Lower Puna residents are undeserving peasants.
