If the payment is for delay in providing homesteads, is there also a provision they have to provide homesteads by a certain date?  If the department is so mismanaged, is there a provision to manage it properly?

I think you know the answers to those questions, HOTPE, but let me remind you. This is Hawaii, and there are no consequences for government agency mismanagement.
