If they want "the Feds" to crack down on cockfighting, it would be simpler to stop the trafficking at the conveyance: The USPS. None of the airlines I'm aware of willingly transport adult roosters interisland or out of Hawaii unless they are mandated to by a USPS contract.
That won't stop the local gambling of course, but it would cause a local supply glut that would discourage more "rooster farms".
Legitimate farmers could still transport day old chicks or hatching eggs under existing USPS rules specific to hatching birds.
People used to mail children (for real....look it up). At some point they realized that was a bad idea, maybe we can add fighting cocks to that list? I can't get Amazon to ship me a cell phone via USPS but anybody who can hitch a ride to the nearest post office can be a participant in the fascinating world of felony blood sports.
