Great example: CoH is already doing nothing about "fugitive" dust in HPP -- it's a "private road".
Instead of passing a bond, HPPOA should be redirecting State DoH to force County to pave the roads as was always required.
They could help defray costs by selling tickets to the State/County courthouse drama.
