Best Air Rifle?
I was very tempted to simply abandon air rifles and use CCI Quiet 22 ammo in a 22 rifle for all my target plinking and pest elimination needs but availability is the problem as well as price. The limited supply I have accumulated cost about $0.10/round. If I could order from the mainland it might be a different story. As it is even expensive pellets are cheaper than any regular ammo.

Terracore, there are lower pressure PCP air rifles that run lower pressures, so can be pumped up with hand air pumps. But, these use a special air pump. Your bike pump won't get to high enough pressures.

And, depending on your particular air rifle, and the distances you will be shooting at, your gun might do fine with some of the cheaper pellets. Any airgun you buy, you will have to go through a testing period to experiment with different pellets. If you get a .177 caliber, the pellets will be the least expensive. .177 is just fine for pest control. If you get a .177 or .22 I could set you up with, say, 15 pellets of a bunch of different designs that you could try, so you don't have to go out and buy 500 round tins, only to find out your gun can't group with them. I don't have much in the "premium" level pellets. The one tin of expensive H&N pellets I bought don't impress me in any of my airguns. Generally RWS pellets are decent.

Now, if you want quiet, then things get a bit more involved. And, you cane get really quiet if you are after that.
