Punaweb is under a spam attack.  Batting them back.  It's like swatting flies.  Annoying.

Its still going on. I got tired of it and shut off registration.

A lot of forums just have a contact form where new users can submit an email and request access ("Please include a sentence on why you'd like access to Punaweb") and the accounts are setup manually. It's less work than dealing with the spam. Most of the spam accounts are 100% automated bots and can't generate a relevant sentence on why they'd like access.
