It is unfortunate, but I'm afraid you may be correct. They shouldn't focus on just excessive rain though; There are any number of situations which would isolate lower Puna. Some more permanant than others:
Earthquake, downed power lines, car wrecks, or lava flow.
To me the point isn't what blocks the highway and isolates us; It's that the highway can be blocked; isolating us.
By the way, if the problem is lava, flooding, or major quake damage; a four lane highway would just be four lanes blocked.
Sorry for the highjack, I need some rain. I hope this thing doesn't miss us completely.
