County administration argued against yet another County Council attempt to address infrastructure inadequacies, claiming a policy is in place to deal with those problems.

"The problems we had in the past are the exact same problems we're having today," Brenda Ford said, adding that the county has had a "policy of subsidizing the developers instead of taking care of the residents."
She pointed to Hawaiian Paradise Park, where substandard roads and minimal infrastructure were constructed in the 1960s. The county allowed that, she said.
"In every single case where we've got infrastructure problems it's where we subsidized the developer," she said. "We can't make the new developments pay for the sins of the past. But we've got to stop sinning."
