Wifi hotspots

Time Warner is in the process of installing Wifi hotspots throughout downtown Hilo and Kona among other areas around the island. I thought this was a great idea until I read the part where it isn't free (except for certain Time Warner customers) . And then my next thought is: Why bother? So many places have it free already and practically everyone has a cellphone with internet access from their provider (ATT, Verizion,etc). Why would anyone use it?

It's one extra service for their customers. I expect marketing departments hope it will be something that allows them to acquire more customers or hold on to existing ones. On the mainland there are companies that have wifi throughout entire metropolitan areas if you are a customer. It can be handy for some people.
