As I remember HVNP can only grow through land donations and those must be contingous with the current park area (NPS can administer separated parcels however). As such owner(s) will need to give them the flow field area and connecting lands for it to become part of HVNP. (Sorry no link on hand - have to look it up as part of the Federal Laws that apply to HVNP I believe).
IF the land swap happens, then maybe State & County might do this, but appears to be many years in the making. Maybe in time for the next lava flow

In which case, at some time in a distant future which I hope not to experience, the lands between HVNP and lower Puna could become contiguous. For now, the cultural center would be nice.

Some details include:
-The ground of the ledge that Jagger sits on is very unstable and the museum is unlikely to be useable in the future
-The elements on loan to Pahoa are mostly the large wall panel displays which were scheduled to be replaced in 2019
-No museum artifacts are part of the loan and no HVNP funds are being used.
