Briefly: There are reasons for Pahoa Village to consider creating a design district. A DD is a legal mechanism for creating a minimum standard for future developments in the village. The community (CDP) expresses a strong desire to keep a rural flavor and flair. A DD is a way to do this.
A DD will be offensive to some. The mechanism is a lot like imposing CC&R's on people who like the laid back attitude of Pahoa Village. The problem is that laid back will fade away as new businesses enter the town. A DD needs to be looked at as a way to prevent Golden Arches, not encourage them.
This needs to be seriously considered if only to reject the idea.
