To qualify for matching funds it is my understanding that donations must be $100 or less.
This is from the Campaign Spending site:

Pilago, K. Angel Mayor, Hawaii $16,341.00
Wooley, Jessica State House $2,628.00
Coffman, George State House $2,349.00
Blas, Fred State House $2,095.00
Heng, Jet County Council, Hawaii $1,743.00
Young, Tsing County Council, Hawaii $1,550.00
This list should be notable for who is on it. Seeking matching funds for small donors is, to me, a sign of support on a local level. Most candidates do not travel this road. They have sufficient funding from larger donor amounts.
These have all done an admirable job of appealing to small donors.

Assume the best and ask questions.
