Does anyone know if there is some landlord / tenant mediation group here? I have a friend who needs to straighten out a tenant mess .....

There are several mediation services on the island, check the Yellow Pages for the one near to you. The Small Claims Court has jurisdiction over Landlord-Tenant disputes, it cost $30 to file. Both parties can present their case to the Judge in a very informal way.

i've used them at the small claims court, they base their fees on a sliding scale...they are a very professional group....hopefully this will work well for your friend.
