What is going on with 130 widening

First they added shoulder to the inbound to Pahoa lane, now they are working on the outbound. Is this an effort to extend the 4-lane portion?

I talked to Don Smith at HiDot and was told that the current work is intended to harden the shoulders as they prepare to initiate a new contraflow lane in time for school openings in August.
