Dan D, your comment intrigued me, but upon investigation it seems you are wrong. The proposed bill reduces mandatory minimums and allows work/education credit towards prison time, except for violent criminals.

There's been big debate in the U.S. between liberals and conservatives on mass incarceration. Some conservatives are open to trying the liberal call for shorter (and fewer) prison terms, after years of badgering from liberals. Trump, hardly a soft on crime figure, is agreeing. So now we give give the liberal prescription of more rehab and counseling a chance. And we'll hear the liberal call for education and training. Meaning sending some felons to college and trade school at the taxpayer's expense.

Imagine if education and training were available free to everyone, throughout their lives? Hell, it's probably cheaper to do that than incarcerate people in the long run... I'd rather have perpetual slacker students living next to me than meth cooking thieves.

Yes, it probably would be cheaper. No doubt it is beneficial to the offender. It also rankles because in a sense you are paying people off not to commit crime. And if we are providing free education and training do we also provide free housing?
Seriously all these things have an important role; it makes sense to move in this direction. A lot to discuss here. But we also need a new way to punish criminals that replaces incarceration. Can't flog criminals. Can't fine offenders with no money. Community service? What if they don't want to work and tell you to F--- off?? But many liberals seem opposed to devising new punitive measures. (It will come, and it will involve offenders being required to wear GPS at all times.)

Apparently the proposed bill does encourage early release plus GPS tracking.
But... what's wrong with flogging? Some time with the belt when I was young set me straight.

Only as a stopgap towards "everyone required to wear GPS trackers at all times". Most people already do this voluntarily with their cellphone. Including criminals.
