Sorry for my lack of clarity.

Future personal sized helicopters, like those used for tours, will not be helicopters. They will be electric VTOL vehicles whose noise footprint will be barely recognizable to people on the ground.

Now before you scoff about viability, the FAA has issued a Part 135 Air Carrier Certificate which allows Joby to operate their aircraft commercially. They except their first paying customer transaction to occur in the next year or two!

I'm scoffing because in the video he says the aircraft is in hover when it's clearly sitting on the ground.

I have never heard a quiet propeller.

Part 135 allows then to operate as an air carrier but their aircraft still need a type certificate and they don't even have a complete aircraft yet.
