Farm-bred octopus: A benefit to the species or an act of cruelty?

State says octopus farm must cease illegal activities.  Farm says they comply with all existing laws, but will apply for permits and paperwork as vast as the deep blue sea.

If I understand the article correctly, it's an issue of not applying for permits which are only indirectly related to the operation of the octopus petting zoo? Karens are going to Karen, I guess.
