double duplexes in HPP
#21
Thanks for the synopsis of the meeting HOTPE.

I'm not too sure how these "Double Duplex" housing units would work on a "rental" basis to 4 separate families without there being a lot of "disturbance of the peace" going on.

Imagine family A with 3 to 5 little kids, youngest is 5, while family B has 4 pit bulls and 1 chihuahua, family C having 5 pet chickens and a rooster and family D with a teen son who is the lead heavy metal guitarist who, along with his 5 other band mates, love to practice - a lot. In their new modern home!

What could possibly go wrong?

At any event, as is the norm for Puna there will be a lot of "kvetching" going on!

There is a Hawaii County General Plan 2045 plan that would change HPP ag to rural and light urban.

Never forget that the State controls land use. County has no authority to upzone Ag lands.

Easy enough for a landlord to exclude pets and livestock in the lease or you allow them with an extra monthly fee of $200+ per occurrence.

Yep, subtly doesn't seem to work anymore. It sure don't work hereabouts. Just look at the way Rob tries to subtly nudge.. and our newer crop can't take a hint to save their lives..

It's as if empathy no longer exists.

Here are some additional details from the Sept 20th double duplex meeting:

The slide deck is a visual accompaniment to questions that were submitted before the meeting.  Ashley and Jeff discussed the questions with extensive commentary.

A link to the Hawaii County General Plan 2045 can also be found on the page, as well as Activate Puna.

lol - that mismatched cabinet under the microwave on slide 19 seems to make the intent clear - developers not being very subtle about the plans.

Did anyone ask about the natural next step in the business model - if 2 duplexes are kosher, what about 2 triplexes, or 2 two-floored duplexes (a quadplex?) Some of folks tied to the roadside grass-shack stripmalls have ties to Affordable Rental lots in Hilo that have a dozen structures on 3 acre lots so plenty of practice with maximizing total rentable units per land parcel.

You betcha.
On a one acre lot the primary residence is allowed, and first farm dwelling is allowed with a nudge nudge, wink wink, sure we’re going to conduct farming on this lot with two houses and multiple driveways taking up a good portion of the “fields.”

But a second farm dwelling? Nope.  For that the planning department requires paperwork showing that there is actual farm income.

Why don’t they require that for the first farm dwelling?  There are too many first farm dwellings on Big Island to inspect with the manpower available, very few second or third farm dwellings.  Few enough they can inspect those.

It sounds like the restriction is on number of separate structures - but what about subdividing the structures into 3 or more spaces - so 2 structures that are not duplexes but triplexes, quadplexes, etc... as kalianna mentioned back near the beginning of the thread.

Yes inspectors, my farm needs a first and second building each with four separate spaces, each of those with their own front and back entrances, bathrooms, kitchen cabinets, and "wetbar". Because "farming"...

2 structures that are not duplexes but triplexes, quadplexes,

That might require some extra tricky design work, and hidden plumbing.  But it’s not out of the question, I saw a house in Volcano that looked like a normal 2 or 3 bedroom one family home, and it was, but it also had 8 exterior doors.
