There are techniques to building a lawn here and they are not difficult. You are off to a good start. I did bring in a thin layer of soil or cinder/soil and it probably isn't much more than an inch thick. The lawn has turned out nicely. I have a low growing creeper type of grass... Australian Something.
You should carefully rake, grade and maybe roll the cinder (lightly compact it). The thin layer of soil will primarily function as something to hold moisture as cinder drains quickly. Grass will grow here in cinder.
Anyway. I used a thin layer of soil and the yard is good for walking and the kinds playing volleyball. I don't drive cars on it.
