DaVinci - you mention the reason why I think this shouldn't be a legal issue, it's almost certainly a First Amendment free speech freedom and would stand little chance in court. The problem is, many people do knuckle down and drive that part of the highway correctly, but many don't, won't and never will, and you only need one driver to cause a slowdown or even worse.
