The difficulty here is just exactly what you mean by "illegally harass." You are correct in a previous post when you allude to the protection afforded the citizenry from the soldiery by the posse comitatus of 1878, but if, say, an FBI agent were to knock on your neighbor's door, he'd most likely have the proper paperwork in hand before he set about depriving anybody of their liberty. And that being the case, it would be most prudent for local police (and you) to let the agent do his job and then let the judicial system sort out the legality of that job (or lack thereof)... otherwise we end up with flaring tempers and CNN camping out on the perimeter and children getting burned to death. That's not liberty...
