I think you are unclear on the concept of the National Guard. In a hurricane recovery years ago i was on a city crew and we were all very grateful for the presence and assistance of the National Guarg and the resources they had available.
I think that the last time martial law was declared might have been during the Civil Rights Era. No one is forcing vaccinations on anyone or confiscating guns.
The founding fathers placed the 2nd amendment in the Constitution which said that "A well regulated militia"......think of the National Guard as our well regulated militia. They are volunteers who come from our neighborhoods, receive education and training and are primary responders in a national emergency.
So yes, I would be well disposed to a National Guard unit in Puna or Hilo.
