mdd, my position is that our government agencies don't do what they should to shield residential areas from the noise of tour helicopters. This industry has been allowed to create a nuisance, and it is past time for residents to take on this cause.
That is why I reject your idea.
There are other islands in the sea that depend upon tourism, which have had the strength to say NO to tour aircraft noise, and to keep the flights in paths that cause the least disturbance. Puna residents never organized, have laid down and taken it, and as long as they do, nothing will be done to improve the situation.
