Ocean Front Property

Would be good to get clarification about access on cliffs as much of Puna's coastline is cliffs. At the bottom of Paradise drive (HPP), for instance, there is access to the edge of the cliffs, but further north from that point it's not at all clear. There are houses on the cliffs on Kaloli Point with no indication of where their land ends and although I'd love to hike out that way I don't want to trespass - some of the properties are so close to the cliff edges you feel you have to be on their property. From what I understand about Hawaii's laws on ocean access, it's based on low and high water marks but that doesn't seem to include a coastline with cliffs.
