Cat, you are absolutely correct about DCCA. Anyone can file a complaint against us holding vocational licenses and it will remain on our record regardless of the outcome. (I had two filed against me.) However, DCCA usually just issues a slap on the wrist kind of warning letter or a small fine. You would have to do something really major bad in order to get a $5,000 fine not to mention to get a license suspension IN ADDITION.
