I understand that there are strict rules to follow and they are there for good reason. What I don't understand are some of the decisions made here by whoever determines what roadwork needs to be done and when.
A few months ago I was stuck on H-130 on a weekday at 9am because of work being carried out on the side of H-11. I assumed there had been an accident because there was nothing on any of the local radio stations and no advance warning. I turned around and went back home and told everyone at work I'd be at home for a while. That highway work could have been done at night or at least in the late afternoon on the less-busy Keaau to Hilo lanes. It would have cost a little extra in overtime but it likely lost many thousands to companies in Hilo, Keaau etc that couldn't get their workers to where they should be. That's just one example of the many times I've come across delays on H-11 that really haven't been thought-through properly.
Just to add to my rant - I'm sick and tired of coming across signs on H-11 that say the left or right lane is closed ahead. It's almost invariably the case that those signs are wrong and utterly misleading and there is no lane closure. Those of us who like to drive safely and considerately will move to the lane that's not supposed to be closed only to find no closure for miles ahead and that traffic has been slowed because people are driving responsibly. Given the poor driving standards here it's really frustrating to see signs like this that actually penalize good driving, slow down traffic in general and actually increase the risk of an accident because drivers are being asked to make lane changes for no good reason.
