afw, there is already a cyberharassment statute in Hawai'i. It was enacted in 2009. The current proposed bill on harassment is NOT a new law. It is just clarifying the language, not enacting any new powers over the internet.
Look on any list of states with cyberharassment statutes and you will see that Hawai'i was on the list early on.
The impersonation bill (which I had nothing to do with) does create a new felony charge.
