You're absolutely right to point out that in free countries, the people have the power to enact significant policy changes. That is the very definition of what it means to live in a free country. Under Totalitarian regimes, they don't. Although, as you point out, it's normal for people living under tyranny to attempt to free themselves.

Even though knowing that cannabis has the ability to halt multiple sclerosis isn't something specific to Puna, this type of information must be part of the discussion, if for no other reason than that it helps to dispel the falsehoods that are promoted by too many politicians here and in the State Legislature.
