I do think that a rezoning application should not necessarily require a business plan and building permits and parking plans. Those may be submitted if one likes.
A zoning application can be decided, for or against, on it's own merit. A Planning Commission could ask what the intended use is and the applicant could answer "I haven't decided yet".
I have no problem with someone taking a property to commercial zoning level and selling it. The next owner doesn't have to run through the zoning hoops and has a better grasp of start up costs. Real Estate is a business too.... ask all the realtors in Puna/Hilo.
Kathy, I would mostly prefer for Puna and Pahoa to have much less anti business sentiment.
