My home is located approximately 100 yards from the property in application for commercial zoning. I am very familiar with the location which is adjacent to or very proximate to a number of other commercial uses.
I support this application.
It is important that applications such as these are approved or disapproved under standardized criteria within the code. All commercial rezoning applications should be treated equally for all applicants throughout the county.
Pahoa is in desperate need of more commercial zoning. Pahoa is also a designated village center within the PCDP. The location in question is very likely to be identified in the ongoing Pahoa Plan as a commercial district within the town.
Commercial is commercial and the CoH should not be making determinations for or against any legal use within the planning code. The free market will make those determinations and if the original intended use should be unsuccessful another legal use can take it’s place. A special use process for a bone fide commercial area is too limiting for business investment. Pahoa needs business investment.
The answer to the basic question of "is this location appropriate for commercial zoning?" is Yes.
