HR2646 appears to grant an "ag exemption" for up to five buildings of up to 1000sf each, no County permits required, provided the lot is not less than two acres.
Final inspection aside, it's not clear whether a septic permit can be issued "standalone" or only in conjunction with another (permitted) structure.
